The restriction of resources and environment is a prominent contradiction in China's economic and social development. Solving the problem of energy conservation and environmental protection is an important and urgent task for expanding domestic demand, stabilizing growth, adjusting structure, and building an upgraded version of China's economy. Accelerating the development of energy-saving and environmental protection industries is of great significance in stimulating investment and consumption, forming new economic growth points, promoting industrial upgrading and transformation of development mode, promoting energy conservation and emission reduction and improving people's livelihood, realizing sustainable economic development and ensuring the building of a moderately prosperous society in an all-round way by 2020. In order to accelerate the development of energy conservation and environmental protection industry, the following opinions are put forward:

  General 1. requirements

(I) guiding ideology. Firmly establish the concept of ecological civilization, based on the current and long-term perspective, focusing on improving the level of industrial technology and competitiveness, with enterprises as the main body, market-oriented, and engineering-based, strengthen government guidance, improve policy mechanisms, cultivate and standardize the market, and focus on strengthening Technological innovation, vigorously improve the level of technical equipment, products, and services, promote the rapid development of energy-saving and environmental protection industries, release potential market demand, and form new growth points, contribute to expanding domestic demand, stabilizing growth, adjusting structure, enhancing innovation capabilities, improving environmental quality, ensuring the improvement of people's livelihood, and accelerating the construction of ecological civilization.

(II) basic principles.

Innovation leads, service improvement. Accelerate the pace of technological innovation, break through key core technologies and common technologies, narrow the gap with the international advanced level, and improve the supply capacity of technical equipment and products. The implementation of contract energy management, franchising, integrated environmental services and other market-oriented new energy-saving and environmental protection services.

Demand traction, engineering drive. We should create a green consumption policy environment, promote energy-saving and environmental protection products, accelerate the implementation of key projects of energy conservation, circular economy and environmental protection, release the consumption and investment demand of energy-saving and environmental protection products, equipment and services, and form a strong pull for the development of energy-saving and environmental protection industry.

Regulation-driven, policy incentives. Improve energy conservation and environmental protection regulations and standards, strengthen supervision and management, improve policy mechanisms, strengthen industry self-discipline, standardize market order, and form an incentive and restraint mechanism to promote the rapid and healthy development of energy conservation and environmental protection industries.

Market-led, government-led. Give full play to the basic role of the market in allocating resources, take market demand as the guide, and use reform methods to stimulate the enthusiasm of various market entities. In view of the weak links and bottlenecks in industrial development, we should effectively play the role of government planning guidance, policy incentives and regulation.

(III) the main objectives.

The level of industrial technology has been significantly improved. The ability of enterprises to integrate and transform technological innovation and scientific and technological achievements has been greatly improved. Key breakthroughs have been made in the research and development of key core technologies such as energy efficiency and quality cascade utilization, pollutant prevention and safe disposal, resource recovery and recycling, and the quality and performance of equipment and products have been significantly improved. A large number of major equipment and products with intellectual property rights and international competitiveness have been formed, and some key common technologies have reached the international advanced level.

Domestic equipment and products basically meet market demand. Through the introduction, digestion, absorption and re innovation, we should strive to improve the technical level of products, promote the wide application of key materials and important equipment and products of energy conservation and environmental protection in industry, agriculture, service industry and residents' life, so as to provide strong technical guarantee for achieving the goal of energy conservation and environmental protection. Energy-consuming units have widely adopted new energy-saving service mechanisms such as "energy-saving doctor" diagnosis, contract energy management, and energy manager system to improve energy management. The operation of urban sewage, garbage treatment, desulfurization, and denitrification facilities has basically achieved specialization, marketization, and socialization. Comprehensive environmental services have been vigorously developed. We will build a number of energy-saving and environmental protection industry demonstration bases with advanced technology, sound supporting facilities and standardized development, and form a benign industrial development pattern with large backbone enterprises as the leader and supporting small and medium-sized enterprises.

The role of radiation has been brought into full play. Improve the incentive and restraint mechanism and establish a unified, open, fair competition, standardized and orderly market order. The average annual growth rate of the output value of the energy-saving and environmental protection industry is above 15%. By 2015, the total output value will reach 4.5 trillion billion yuan, becoming a new pillar industry of the national economy. By promoting energy-saving and environmental protection products, we can effectively stimulate consumer demand; by enhancing engineering and technical capabilities, we can stimulate the growth of social investment in energy conservation and environmental protection, and strongly support the transformation and upgrading of traditional industries and the accelerated transformation of economic development mode.

  2. focus on key areas to promote the overall improvement of energy-saving and environmental protection industry development level

At present, it is necessary to speed up the research and development, promotion and industrialization of relevant technology and equipment around the key areas with wide market application, great potential for energy conservation and emission reduction, and obvious demand pulling effect, so as to promote the development level of energy conservation and environmental protection industry in an all-round way.

(I) speed up the upgrading of energy-saving technology and equipment, and promote energy conservation and efficiency in key areas.

Promote high-efficiency boilers. Develop a number of high-efficiency boiler manufacturing bases and cultivate a number of high-efficiency boiler large-scale backbone production enterprises. Focus on improving boiler automation control, main and auxiliary machine matching optimization, fuel variety adaptation, low-temperature flue gas waste heat deep recovery, small coal-fired boiler efficient combustion and other technical level, increase the promotion of high-efficiency boiler application.

Expand high-efficiency motor applications. Promote the accelerated development of the high-efficiency motor industry and build 15-20 high-efficiency motor and control system industrialization bases. We will vigorously develop three-phase asynchronous motors, rare earth permanent magnet ironless motors and other high-efficiency motor products, and improve the technical level of high-efficiency motor design, matching and key materials and equipment, as well as high-voltage frequency conversion, reactive power compensation and other control systems.

Development of regenerative combustion technology and equipment. Build a number of manufacturing bases featuring high-efficiency combustion, heat exchange and cooling technologies, and accelerate the industrialization demonstration and large-scale application of major technologies and equipment. The key point is to comprehensively adopt energy-saving technology integration such as optimizing furnace structure, using preheating and strengthening radiation heat transfer to improve the combustion efficiency of the heating furnace; strive to make breakthroughs in the combination of premixing and heat storage, research and development of heat storage materials, and miniaturization of heat storage burners.

Accelerate the new energy vehicle technology research and demonstration promotion. Accelerate the implementation of energy-saving and new energy vehicle technology innovation projects, vigorously strengthen power battery technology innovation, focus on solving the safety, reliability and lightweight issues of power battery systems, and strengthen the research and development and industrialization of key components such as drive motors and core materials, and electronic controls, Accelerate the improvement of supporting industries and charging facilities, and demonstrate and promote pure electric vehicles and plug-in hybrid vehicles, aerodynamic vehicles, etc.

Promote the industrialization of semiconductor lighting. Integrate existing resources, increase industrial concentration, cultivate 10-15 leading enterprises with core technologies, intellectual property rights and well-known brands, build a number of industrial clusters with a complete industrial chain, and realize localization of key production equipment and important raw materials. Accelerate the research and development of core materials, equipment and key technologies, and focus on solving major technical problems such as heat dissipation, modularization, and standardization.

(II) improve the level of environmental protection technology and equipment, governance outstanding environmental problems.

Demonstration and promotion of atmospheric control technology and equipment. Accelerate the industrial development and application of key technologies and equipment for atmospheric control. Vigorously develop denitrification catalyst preparation and regeneration, resource desulfurization technology and equipment, promote the development and application of high-temperature and corrosion-resistant fibers and filter materials, accelerate the development of selective catalytic reduction technology and selective non-catalytic reduction technology and equipment, and high efficiency, High-capacity, low-resistance particulate filters and other automotive exhaust purification technology and equipment, implement industrialization demonstration projects.

Development of new water treatment technology and equipment. Promote the formation of a number of water treatment technology and equipment industrialization base. Focus on the development of high-flux, durable membrane materials and components, large-scale ozone generators, groundwater high-efficiency fluoride, arsenic, sulfate technology, high-concentration refractory industrial wastewater treatment equipment, sludge reduction, harmless, resource technology and equipment.

Promote the complete set of waste disposal technology and equipment. Take various means such as carrying out demonstration applications, publishing recommend catalogues, and improving engineering standards to vigorously promote advanced waste disposal technology and equipment. Focus on the development of large-scale waste incineration facility grate and its transmission system, circulating fluidized bed pretreatment process technology, incineration flue gas purification technology and waste leachate treatment technology, etc., and focus on the promotion of domestic waste incinerators and flue gas purification complete sets of equipment above 300 tons/day.

To overcome contaminated soil remediation technology. Focus on the research and development of contaminated soil in-situ stabilizers, ex-situ fixatives, contaminated soil bioremediation technology, safe treatment and disposal and resource utilization technology, implement industrialization demonstration projects, and accelerate the promotion and application.

Strengthen the development and application of environmental monitoring instruments and equipment. Improve the stability of monitoring instruments and equipment such as fine particulate matter (PM2.5), improve the monitoring data system, and improve the quality control level of equipment production. We will develop on-line monitoring instruments and equipment for atmosphere, water and heavy metals, and cultivate and develop a number of backbone enterprises with core technology, reliable product quality and high market recognition. Speed up the construction of online real-time monitoring stations and networks for air and water environmental quality, and equip them with advanced technology and high reliability environmental monitoring instruments and equipment.

(III) the development of resource recycling technology and equipment, improve the resource output rate.

Improve the level of remanufacturing technology and equipment. Enhance the innovation capability of the remanufacturing industry and promote product remanufacturing technologies such as nano-brush plating and laser cladding forming. Research and development of non-destructive disassembly, surface pretreatment, parts fatigue residual life assessment and other remanufacturing technology and equipment. We will focus on supporting the establishment of 10-15 national remanufacturing industry clusters and a number of major demonstration projects, and greatly improve the application rate of equipment based on surface engineering technology.

Construction of "urban mineral" demonstration base. Promote the clean recovery, large-scale utilization and industrialization of renewable resources. Promote technologies such as crushing and shearing of large scrap steel, crushing and sorting of scrapped automobiles and used electrical appliances. Improve the level of equipment such as fine separation and purification of rare and precious metals, plastic modification and efficient sorting of mixed waste plastics, and recycling of all components of waste batteries. Support the construction of 50 "urban mineral" demonstration bases, accelerate the construction of a renewable resource recovery system, and form a renewable resource processing and utilization capacity of more than 80 million tons.

Deepen the comprehensive utilization of waste. Promote the construction of demonstration bases for comprehensive utilization of resources, encourage industrial agglomeration, and cultivate leading enterprises. Actively develop key common technologies and complete sets of equipment for the extraction of valuable elements from tailings and the production of superfine fibers from coal gangue. Development and utilization of industrial waste to produce new building materials and other large-scale, refined, complete sets of technical equipment. Increase research and development of recycling technology for used batteries and fluorescent lamps. Support the comprehensive utilization of bulk solid waste and improve the technical content and added value of products for comprehensive utilization of resources. Promote the comprehensive utilization of straw in the main grain and cotton producing areas. Accelerate the construction of kitchen waste harmless treatment and resource utilization facilities.

Promote technological innovation in seawater desalination. Cultivate a number of desalination industrial bases integrating R & D, incubation, production, integration, inspection and engineering and technical services. Demonstration and promotion of membrane, thermal and coupling seawater desalination technologies, as well as electricity-water co-production seawater desalination models, and improvement of membrane modules, high-pressure pumps, energy recovery devices and other key components and system integration technologies.

(IV) innovative development model, strengthen energy conservation and environmental protection service industry.

Develop energy-saving service industry. We will implement financial incentives, tax incentives and accounting systems, support key energy users to implement energy-saving transformation by means of contract energy management, carry out energy audit and "energy-saving doctor" diagnosis, and create a "one-stop" comprehensive service platform for contract energy management. the number, scale and efficiency of professional energy-saving service companies are growing rapidly. Actively explore market-based energy-saving mechanisms such as energy-saving volume trading.

Expand the environmental protection service industry. In key areas such as urban sewage treatment, domestic waste treatment, flue gas desulfurization and denitrification, and industrial pollution control, encourage the development of environmental protection service general contracting and environmental governance franchise models including system design, complete equipment, engineering construction, commissioning and operation, and maintenance management. The proportion of professional and social services in the entire industry has increased significantly. Accelerate the development of ecological environment restoration, environmental risk and damage assessment, emissions trading, green certification, environmental pollution liability insurance and other emerging environmental protection services.

Cultivate the remanufacturing service industry. Support specialized companies to use surface repair, laser and other technologies to provide personalized remanufacturing services for high-value vulnerable parts of industrial and mining equipment, and establish information management systems for remanufacturing old parts recycling, product marketing, traceability and so on. Promote the construction of waste reverse logistics trading platform.

  Give 3. play to the leading role of the government and lead the social funds to invest in the construction of energy-saving and environmental protection projects

(I) strengthen energy-saving technological transformation. Give full play to the guiding and driving role of financial funds, adopt subsidies, rewards, interest discounts and other methods to promote enterprises to implement energy-saving transformation of key energy-using equipment such as boilers (kilns) and heat exchange equipment, and comprehensively promote energy-saving projects such as energy-saving of motor systems, energy system optimization, waste heat and pressure utilization, saving and replacing oil, transportation energy-saving, green lighting, circulation and retail energy-saving and other energy-saving key projects to improve the energy-saving capabilities of traditional industries, accelerate the popularization and application of energy-saving technology and equipment. Carry out energy-saving transformation of data centers to reduce the cooling energy consumption of data centers, supercomputing center servers and large computers.

(II) implementation of key pollution control projects. Implement the main responsibility of corporate pollution control, strengthen air pollution control, carry out coordinated prevention and control of multiple pollutants, urge and promote enterprises in key industries to increase investment, actively adopt advanced environmental protection technologies, technologies and equipment, accelerate the transformation of desulfurization, denitrification and dust removal, and the oil refining industry accelerates technological transformation, Improve oil product standards, and eliminate yellow-label cars and old cars within a time limit. Initiate the implementation of clean water actions such as safe drinking water, surface water protection, groundwater protection, and marine protection, accelerate the construction of key water pollution prevention and control projects such as key river basins, clear water corridors, and large-scale livestock and poultry farms, and promote water-saving transformation of key high water-consuming industries. Implement soil environmental protection projects, focus on heavy metals and organic pollutants, and select typical areas to carry out pilot demonstrations of soil pollution control and remediation. Intensify the implementation of cleaner production in key industries, support enterprises to adopt advanced and mature cleaner production technologies such as source reduction, toxicity reduction, emission reduction and process control, and implement mercury pollution reduction, lead pollution reduction, and highly toxic pesticide replacement projects.

(III) promote the circular transformation of the park. Guide enterprises and local governments to increase capital investment, promote the recycling transformation of parks (development zones), and promote the construction of waste exchange and utilization, energy quality cascade utilization, water classification and recycling, public service platform and other infrastructure in various parks, so as to realize the effective combination and circular link of projects, enterprises and industries in the park, and create an "upgraded version" of the park ". We will promote a number of national and provincial development zones to improve the output rate of major resources, land output rate and resource recycling rate, so as to basically achieve "zero emission".

(IV) speed up the construction of urban environmental infrastructure. With the investment of local governments and enterprises as the mainstay, and appropriate support from the central government, we will speed up the construction of underground projects for sewage and garbage treatment facilities and supporting pipe networks, and promote the utilization of reclaimed water in buildings and the recycling of urban sewage. Explore new ways for urban waste treatment, and implement demonstration projects for collaborative resource treatment of urban waste. By 2015, all cities and counties will have centralized sewage treatment capacity and harmless treatment capacity of domestic waste, and the scale of urban sewage treatment will reach more than 0.2 billion cubic meters per day; the harmless treatment capacity of urban domestic waste will reach more than 870000 tons per day, and the capacity of domestic waste incineration facilities will reach more than 35% of the total harmless treatment capacity. Strengthen the construction of urban landscaping, improve the function of urban green space, and reduce the heat island effect. Promote the construction of ecological garden city.

(V) green building initiatives. By 2015, more than 1 billion square meters of new green buildings will be added, and the proportion of two-star and above green buildings in new urban buildings will exceed 20%; a green eco-city (district) will be built. Improve the energy-saving standards for new buildings, promote government-invested buildings, affordable housing and large-scale public buildings to take the lead in implementing green building standards, and fully implement household heating metering for new buildings; promote heating metering and energy-saving renovation of existing residential buildings; implement heating The network transformation is 20000 kilometers; 2000 conservation-oriented public institutions have been created in all levels of agencies and education, science, culture and health systems, and 60 million square meters of energy-saving office buildings have been completed, promote the development of green building construction and transformation investment and related industries. Vigorously develop green building materials, promote the application of bulk cement, ready-mixed concrete, ready-mixed mortar, and promote the industrialization of construction. We will actively promote the large-scale application of new energy and renewable energy buildings such as solar power generation, and expand the domestic market demand for new energy industries.

  4. promote energy-saving and environmental protection products and expand market consumption demand

(I) expand market consumption of energy-saving products. We will continue to implement and study the policy of adjusting energy-saving products to benefit the people, implement the energy efficiency "leader" plan, and promote the market consumption of ultra-efficient energy-saving products. Strengthen the implementation of energy efficiency labeling and energy-saving product certification system, and guide consumers to buy energy-efficient products. Continue to adopt subsidies to promote high-efficiency energy-saving lighting, high-efficiency motors and other products. We will study and improve the policies of peak and valley electricity prices and seasonal electricity prices, guide the masses to change their life patterns through reasonable price differences, and promote the application of energy-saving products. In Beijing, Shanghai, Guangzhou and other cities, we will expand the scope of demonstration and promotion of new energy vehicles in the field of public services, and the proportion of new energy vehicles in new or updated buses will reach more than 60% every year. We will carry out pilot subsidies for private purchase of new energy vehicles, new energy taxis and logistics vehicles. By 2015, the energy efficiency level of terminal energy products will increase by more than 15%, and the market share of high-efficiency energy-saving products will increase to more than 50%.

(II) to stimulate the consumption of environmentally friendly products and renewable products. We will study policies and measures to expand the consumption of environmental protection products, improve the certification system for environmental protection products and environmental labeling products, and promote products such as oil fume purifiers, automobile exhaust gas purifiers, indoor air purifiers, household kitchen waste disposers, and concentrated washing powder to meet the needs of consumers. Liberalize the market control of liquefied petroleum gas (LPG) and expand the use of rural residents. Carry out the remanufacturing "trade-in" work, and give a certain percentage of subsidies to consumers who return old parts and purchase "trade-in" remanufacturing and promotion pilot products. In the near future, focus on promoting remanufactured engines and electric motors. Implement relevant support policies to promote the application of comprehensive utilization of resources such as fly ash, coal gangue, construction waste, and straw.

(III) promote government procurement of energy-saving and environmentally friendly products. We will improve the system of compulsory government procurement and priority procurement, improve the energy efficiency level and environmental protection standards for the procurement of energy-saving and environmental protection products, expand the scope of government procurement of energy-saving and environmental protection products, constantly increase the proportion of energy-saving and environmental protection products, and play an exemplary and leading role. Government ordinary official vehicles should give priority to purchasing small-displacement vehicles and new energy vehicles with fuel economy below 1.8 liters (inclusive), select pure electric vehicles, and study the use of toner cartridges, ink cartridges, recycled paper and other recycled products as well as auto parts Government procurement support measures for remanufactured products. Government agencies and institutions are encouraged to purchase services to improve the utilization efficiency of energy, water and other resources and reduce the cost of use. We will study and formulate implementation plans for government agencies and public institutions to purchase new energy vehicles.

  5. Strengthening Technological Innovation to Improve Market Competitiveness of Energy Conservation and Environmental Protection Industry

(I) support the construction of enterprises' technological innovation capacity. Strengthen the dominant position of enterprises in technological innovation, encourage enterprises to increase investment in research and development, and support enterprises to take the lead in undertaking national science and technology projects for energy conservation and environmental protection. The national key construction of energy conservation and environmental protection technology research centers and laboratories priority in the backbone enterprise layout. We will develop a number of platforms such as strategic alliances for industrial technology innovation, which are led by key enterprises and closely integrated with industry, university, research and application. Support the construction of regional energy conservation and environmental protection technology service platform.

(II) speed up the mastery of major key core technologies. Give full play to the role of major national science and technology projects and special funds for science and technology plans, increase efforts to tackle key common technologies for energy conservation and environmental protection, and accelerate breakthroughs in energy efficiency and quality cascade utilization, pollutant prevention and safe disposal, resource recovery and recycling, and carbon dioxide heat pumps, Low-grade waste heat utilization, heating boiler modularization and other key technologies and equipment. Aim at the commanding heights of future technological development and deploy carbon capture, utilization and storage technology and equipment in advance.

(III) promote the industrial transformation of scientific and technological achievements. Select areas with a good foundation for the development of energy-saving and environmental protection industries, build a number of energy-saving and environmental protection industry demonstration bases with industrial agglomeration, outstanding advantages, organic integration of production, education, research and application, and a significant leading and demonstration role, and support complete sets of equipment and supporting equipment, key common technologies and advanced manufacturing technologies Manufacturing and promotion and application. Strengthen the protection of intellectual property rights, promote the construction of intellectual property investment and financing mechanisms, encourage the establishment of public service platforms for small and medium-sized enterprises, introduce supporting policies, and support small and medium-sized energy-saving and environmental protection enterprises to carry out technological innovation and industrialization development. Select a number of technologically advanced, economical and applicable energy-saving and environmental protection equipment and equipment, and expand the application.

(IV) promote international cooperation and talent team building. Encourage enterprises and scientific research institutions to carry out international scientific and technological exchanges and cooperation, and support the construction of innovative talents for energy conservation and environmental protection in enterprises. Relying on the "Thousand Talents Program" and the construction of overseas high-level innovation and entrepreneurship talent bases, we will accelerate the attraction of overseas high-level talents to China for innovation and entrepreneurship. Relying on major talent projects, we will vigorously cultivate high-end talents such as energy-saving and environmental protection technology innovation and engineering technology.

  6. strengthening constraints and incentives to create a favourable market and policy environment

(I) sound regulations and standards. Accelerate the formulation (revision) of energy-saving and environmental protection standards, gradually increase the energy efficiency standards of end-use energy products and the energy consumption quota standards per unit product in key industries, and improve the environmental quality standards and pollutant emission standard system in accordance with the needs of improving environmental quality. Control requirements, expand the scope of monitoring pollutants, strengthen total control and toxic and harmful pollutant emission control, and give full play to the role of standards in promoting industrial development, promote the upgrading of traditional industries. We will improve laws and regulations on energy conservation and environmental protection, accelerate the formulation of energy conservation assessment and review methods for fixed asset investment projects, and formulate management measures for the promotion of energy-saving technologies. Strictly enforce the law on energy conservation and environmental protection, seriously investigate and deal with all kinds of violations of laws and regulations, do a good job in the connection between administrative law enforcement and criminal justice, and increase the punishment for environmental pollution crimes in accordance with the law. Conscientiously implement the accountability system for law enforcement. Strengthen the supervision and inspection of the implementation of energy conservation and environmental protection standards, certification marks, policies and measures. Accelerate the establishment of energy conservation and emission reduction monitoring, evaluation system and technical service platform.

(II) strengthen the target responsibility. We will improve the statistics, monitoring and assessment system for energy conservation and emission reduction, improve the early warning mechanism for energy conservation and emission reduction, strengthen the assessment of the progress of energy conservation and emission reduction targets, and establish and improve the evaluation system for energy conservation and emission reduction in the industry.
