Opinions on Speeding up the Development of Energy Conservation and Environmental Protection Industry

Recently, the Ministry of Industry and Information Technology and the State Administration of Quality Supervision and Inspection jointly issued the Circular on Organizing and Implementing the Electrical Machinery Energy Efficiency Promotion Plan (2013-2015) (Ministry of Industry and Information Technology Joint Festival [2013] 226). It is planned to organize and mobilize system-wide forces in three years, through means of policy guidance, standard constraints, supervision and inspection, and market-oriented operation mechanism, from motor production, application and recovery. In the field of remanufacturing, the energy efficiency of motor industry will be improved in an all-round way, and the transformation and upgrading of motor industry will be promoted. The reporter interviewed the responsible person of the Ministry of Industry and Information Technology.
Q: Please briefly introduce the background of organizing and implementing the motor energy efficiency improvement plan.
Answer: The Eighteenth National Congress of the Communist Party of China clearly put forward the idea of vigorously promoting the construction of ecological civilization. It requires that the construction of ecological civilization be placed in a prominent position and integrated into all aspects and processes of economic construction, political construction, cultural construction and social construction, so as to focus on promoting the revolution of energy production and utilization. Industry is the main industry that consumes energy and resources, and produces environmental pollution. Energy consumption accounts for more than 70% of the total energy consumption in China. Chemical oxygen demand (COD) and sulfur dioxide emissions account for about 40% and 85% of the total energy consumption in China, respectively. On the one hand, the sustainable development, transformation and upgrading of industry itself require us to vigorously promote energy and resource conservation. On the other hand, industry is also responsible for providing energy saving and emission reduction equipment and products for the whole society. Implementing the spirit of the Eighteenth National Congress requires us to pay close attention to industrial energy conservation and consumption reduction, promote energy conservation of production processes and manufacturing processes in key industries and areas, pay more attention to energy conservation of large-scale and wide-ranging terminal energy-using equipment, and contribute to promoting the revolution of energy production and utilization modes and building a resource-saving and environment-friendly society.
Motor is a driving device for various equipment such as fan, pump, compressor, machine tool, conveyor belt and so on. It is widely used in industry, agriculture, transportation, municipal and other industries and fields. It is the terminal equipment with the largest power consumption. In 2011, China has about 1.7 billion kilowatt-hours of electrical machinery, and its total power consumption is about 3 trillion kilowatt-hours. Electric machinery accounts for 64% of the total social electricity consumption and 75% of industrial electricity consumption. At the same time, the average efficiency level of motor in China is 3-5 percentage points lower than that in foreign countries, and the operation efficiency of motor system (motor and drive equipment) is 10-20 percentage points lower than that in foreign countries. It is estimated that every percentage point increase in motor energy efficiency can save more than 260 billion kWh of electricity per year; if the efficiency of motor system is increased by 5-8 percentage points, the annual energy savings will be equivalent to 2-3 generations of the Three Gorges Power Station. Such huge power consumption and energy saving potential are the key points for us to grasp industrial energy conservation. It also requires us to make up our minds and work hard to study and organize the implementation.
In addition, improving motor energy efficiency involves all aspects, including motor production and use links, including upstream materials and equipment matched with motor production enterprises, downstream wind turbines, pumps, compressors and other enterprises and waste motor recycling and remanufacturing areas. Therefore, on the one hand, we should integrate the existing policies, accelerate the formation of a complete policy system covering motor production, matching, use, recycling and efficient remanufacturing, and make full use of incentive and restraint mechanisms to promote the transformation and upgrading of the motor industry. On the other hand, we hope that by integrating resources and building platforms, we can explore the market-oriented mode and methods to promote the improvement of motor energy efficiency, so that motor production enterprises, supporting enterprises, user enterprises, energy-saving service companies, financial institutions and efficient remanufacturing enterprises can all benefit, and the market mechanism can be fully developed. Through the above two efforts, we will build a new industrial energy-saving model which combines policy guidance, standard constraints and market-oriented operation. As an attempt to change government functions and adapt to the requirements of government macro-management under the new situation, it also lays a foundation for the follow-up implementation of special actions to enhance energy efficiency of industrial energy products such as internal combustion engines and industrial boilers.
