BEIJING, Aug. 11, according to the Chinese government's website, in order to accelerate the development of energy-saving and environmental protection industries, stimulate investment and consumption, form new economic growth points, promote industrial upgrading and transformation of development modes, promote energy conservation and emission reduction and improve people's livelihood, achieve sustainable economic development and ensure a well-off society in 2020. Recently, the State Council issued "Opinions on Speeding up the Development of Energy-saving and Environmental Protection Industry" (hereinafter referred to as "Opinions"), and proposed that by 2015, the total output value of China's energy-saving and environmental protection industry should reach 4.5 trillion yuan. This shows that with the efforts of the Chinese government, China's energy-saving and environmental protection industry will usher in a golden period of great development. At the same time, this is another major measure launched by the new government to coordinate and stabilize growth, adjust structure, promote reform and benefit people's livelihood.

The restriction of resources and environment is a prominent contradiction in China's current economic and social development. Solving the problem of energy saving and environmental protection is an important and urgent task for expanding domestic demand, stabilizing growth, adjusting structure and creating an upgraded version of China's economy. Accelerating the development of energy-saving and environmental protection industries is of great significance for stimulating investment and consumption, forming new economic growth points, promoting industrial upgrading and transformation of development modes, promoting energy conservation and emission reduction and improving people's livelihood, realizing sustainable economic development and ensuring a well-off society in an all-round way by 2020. In order to speed up the development of energy-saving and environmental protection industries, the following suggestions are put forward:
I. General requirements
(1) Guiding ideology. Firmly establish the concept of ecological civilization, based on the current and long-term perspective, focusing on improving the technical level and competitiveness of industries, focusing on enterprises as the main body, market-oriented and project-based, strengthening government guidance, improving policy mechanisms, cultivating and standardizing markets, focusing on strengthening technological innovation, vigorously improving the level of technical equipment, products and services, and promoting the rapid development of energy-saving and environmental protection industries. To release potential market demand and form new growth points, so as to contribute to expanding domestic demand, stabilizing growth, restructuring, enhancing innovation capacity, improving environmental quality, ensuring improvement of people's livelihood and accelerating the construction of ecological civilization.
(2) Basic principles.
Innovation leads and service improves. Accelerate the pace of technological innovation, break through key core technologies and common technologies, narrow the gap with international advanced levels, and enhance the supply capacity of technological equipment and products. Promote new market-oriented energy-saving and environmental protection services such as contract energy management, franchising and integrated environmental services.
Demand traction, engineering driven. Create a green consumption policy environment, promote energy-saving and environmental protection products, accelerate the implementation of key projects of energy conservation, circular economy and environmental protection, release the consumption and investment demand of energy-saving and environmental protection products, equipment and services, and form a strong impetus to the development of energy-saving and environmental protection industry.
Regulation-driven, policy incentives. We will improve energy-saving and environmental protection regulations and standards, strengthen supervision and management, improve policy mechanisms, strengthen industry self-discipline, standardize market order, and form incentive and restraint mechanisms to promote the rapid and healthy development of energy-saving and environmental protection industries.
Market-led, government-led. Give full play to the basic role of market allocation of resources, take market demand as the guide, and use reform methods to stimulate the enthusiasm of various market players. In view of the weak links and bottlenecks of industrial development, we should effectively play the role of government planning guidance, policy incentives and regulation.
(3) Main objectives.
Industrial technology level has been significantly improved. Technological innovation and integration and transformation of scientific and technological achievements of enterprises have been greatly improved. Key breakthroughs have been made in the research and development of key core technologies, such as energy efficient and hierarchical utilization, pollutant control and safe disposal, resource recovery and recycling. The quality and performance of equipment and products have been significantly improved, and a large number of major equipment and products with intellectual property rights and international competitiveness have been formed. The bond commonness technology has reached the international advanced level.
Domestic equipment and products basically meet market demand. By introducing digestion, absorption and re-innovation, we will strive to improve the technological level of our products, promote the wide application of key energy-saving and environmental protection materials and important equipment and products in industries, agriculture, service industries and residents'lives, and provide strong technical guarantee for achieving the goal of energy-saving and environmental protection. Energy-consuming units have widely adopted new energy-saving service mechanisms such as "energy-saving doctor" diagnosis, contract energy management and energy administrator system to improve energy management. Urban sewage, garbage treatment, desulfurization and denitrification facilities have basically realized specialization, marketization and socialization, and comprehensive environmental services have been greatly developed. We will build a number of demonstration bases for energy-saving and environmental protection industries with advanced technology, sound supporting facilities and standardized development, and form a sound industrial development pattern with large-scale backbone enterprises as the leader and large and medium-sized enterprises as the supporting facilities.
Radiation-driven role has been fully played. We will improve the incentive and restraint mechanism and establish a unified, open, fair competition, standardized and orderly market order. The average annual growth rate of energy-saving and environmental protection industry is more than 15%. By 2015, the total output value will reach 4.5 trillion yuan, which will become a new pillar industry of the national economy. Through the promotion of energy-saving and environmental protection products, the consumption demand can be effectively stimulated; by enhancing engineering and technical capabilities, the social investment in energy-saving and environmental protection can be increased, and the transformation and upgrading of traditional industries and the mode of economic development can be effectively supported.
